As the City of Pico Rivera’s elected legislative body, the City Council establishes the City Council’s overall policy direction and is responsible for determining the size, scope, and financing of city services and projects. It also enacts all municipal legislation for the City and establishes land use policies through the General Plan and zoning regulations.

Five City Council members are elected, at large, for staggered four-year terms. The council members select one of the members to serve as Mayor and serve as Mayor Pro Tem. Municipal elections are held in even-numbered years on the first Tuesday following the first Monday in November.

Dr. Monica Sánchez
Mayor

Dr. Monica Sánchez was elected to the Pico Rivera City Council in a Special Election held in November 2019. Before being elected to the City Council, Dr. Sánchez was a Planning Commissioner and served four years on the Parks and Recreation Commission for the City of Pico Rivera.

Dr. Sánchez is currently a Board Member for the Southeast Area Social Services Funding Authority (SASSFA). This public agency provides social services to seniors, such as meals and job services to adults and youth at no cost. She served as Chair on the Rio Hondo College District Citizens’ Bond Oversight Committee, having served two terms. Dr. Sánchez has worked on the Commission for Alcohol and Drugs seven years, where she has received commendation by the Los Angeles County Board of Supervisors for her exemplary service. She also serves as a Board Member for the UCLA Southeast Bruins Alumni Association.

Dr. Sánchez earned a Doctorate and Master’s degree in Education from UCLA and a Bachelor’s degree in Psychology from U.C. Berkeley and is an alumna of Rio Hondo College. Dr. Sánchez works as an educator for the Los Angeles County Office of Education and advocates for women, children, and public health. She lives in Pico Rivera with her two sons, her pet cat, and Chihuahua dog.

Erik Lutz
Mayor Pro Tem

The Honorable Councilman was elected to the Pico Rivera City Council in November 2020. He proudly serves as chairman of the Pico Rivera Community Safety Ad Hoc Committee, a representative for the Pico Rivera Chamber of Commerce, and the Pico Rivera Christmas Baskets. 

Professionally, Councilman Lutz has been a Real Estate Broker for over 15 years. He owns and operates his real estate firm providing residential and commercial services. He serves as the 2021 president of the National Association of Hispanic Real Estate Professionals, Los Angeles chapter, a national trade organization known for promoting Hispanic homeownership. Councilman Lutz’s homeownership advocacy began in 2009 while working with the California Department of Real Estate to develop Public Service Announcements for distressed homeowners during the economic downturn.

Councilman Lutz grew up in Pico Rivera, the town he loves and adores. He played R.B.A baseball, attended Birney Elementary and Burke middle school. In his free time, you’ll find him working on cars and riding horses. 

Gustavo V. Camacho
Councilmember

Gustavo Camacho is honored to represent the City of Pico Rivera for over 10 years on the City Council. Prior to being elected in 2009, Mr. Camacho served as a planning commissioner for the City.

During his time on council, Mr. Camacho has served as Mayor three times; in 2020 during the beginning of the COVID-19 pandemic, in 2018 during the 60th Anniversary of the City, and in 2013, during the opening of the new parks and state of the art library. 

As a member of the City Council, he continues to prioritize the following for the City: Economic Development, Public Safety, Water Quality, Road Improvements, New Parks and Housing; issues that are important and vital for residents and the business community.

Mr. Camacho believes in improving local commerce by assisting small business owners and consistently advocating for resources. He chairs the City’s Economic Recovery Committee and was appointed to the Los Angeles County Workforce Development Board and the Liability Trust Fund Claims Board. Mr. Camacho is also an advocate for our student’s education, believing education is the greatest tool for economic growth, supporting local efforts and programs to assist our students through scholarships and technical services. Mr. Camacho is co-founder of several charitable, educational, and business non-profits and is leading a project with the Building and Construction Trades Council and community partners to develop a locally administered apprenticeship program.

In 2019, Mr. Camacho was elected to the National Association of Latino Elected Officials Board of Directors (NALEO). NALEO is the nation’s leading, non-partisan organization that facilitates full Latino participation in civic life and promotes policies that advance Latino political engagement. 

Mr. Camacho was elected President of the California Contract Cities Association (CCCA), chaired the legislative committee, and served on the Executive Board for 9 years. CCCA represents 80 California cities advocating collectively in the State Capitol for local resources to increase essential city services.

In addition, Mr. Camacho represents the City as a member of the Board of Directors for the South East Area Animal Control Authority and Los Angeles County Sanitation District.  He was recently elected to the inaugural board for the Water Replenishment District Education Foundation to help teach students from the community the importance of water and the infrastructure that supports its safety, quality, and reliability. Mr. Camacho began representing a California based company that offers proprietary green technology, bringing Ozone based water purification with scientifically proven general disinfection and sanitization systems.

Mr. Camacho has been recognized for his leadership and integrity. He attended San Diego State University where he received a Bachelor’s Degree in Public Administration with an emphasis in Urban Planning and where he met his wife, Liz. He has three beautiful daughters, Maya, Carolina, Sofia, and their rescued dog, Chico. His eldest is currently studying at U.C Berkeley.

Raul Elias
Councilmember

Raul Elias is a product of Pico Rivera attending South Ranchito, North Park Middle School and graduating from El Rancho High School in 1968. As a student Raul was employed by the City of Pico Rivera Parks and Recreation Department. Raul continued his education receiving a football scholarship to Cal-State Fullerton.

Raul began a 29-year career in business in a large management consulting firm gaining business finance, organizational management, and marketing skills. Raul used these skills to become executive vice-president of an engineering and manufacturing firm. His business experience and reputation allowed Raul to start his own management consulting firm, the Elias Management Group, primarily operating between Los Angeles and Washington, DC. His clientele included private businesses, federal departments, and a foreign government.  Raul was appointed to the U.S. Department of Transportation Automation and Modernization Advisory Committee and the U.S. Department of Commerce Environmental Trade Committee and in 1997 was designated “100 Most Influential Hispanics” by Hispanic Business Magazine.

In 2005, Raul returned to his community to teach economics and law at his alma mater El Rancho High School. Since teaching, Raul applied his business skills to create one of the most successful K-12 anti-truancy programs in Southern California and juvenile justice programs in the State of California. Mr. Raul Elias was elected to the City of Pico Rivera City Council in November 2018.  His term will expire in 2022.
