The Housing Services Division implements the City’s Section 8 rental assistance program. This assistance program is designed to provide financial assistance services to low-income, elderly, and disabled residents of Pico Rivera so they can live with dignity in decent, safe, and sanitary housing conditions.

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

The Community Development Block Grant Program (CDBG) Each year the City of Pico Rivera receives an entitlement allocation of Federal Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). The national objectives of the CDBG program are to benefit low and moderate-income persons; eliminate slums and urban blight; and meet community needs of an urgent emergency.

The primary objective of the CDBG program is the development of a viable urban community by providing decent housing and a suitable living environment. The City’s CDBG goals and objectives are presented in the federally-mandated Annual Action Plan. The Annual Action Plan provides a summary of the actions, activities, and the specific Federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.  The 2015-2020 Consolidated Plan describes the City’s community development priorities and multi-year goals based on an assessment of housing and community development needs.
